HOW IS ELEVATOR IMPORTED TO VIETNAM?

Our country imports many types of elevators with different purposes. Typically: elevators, escalators, telescopic ladders, conveyors, etc. The vast majority of distribution and manufacturing companies in Vietnam cannot manufacture elevators themselves. Therefore, importing is the most optimal method used until now.

There are two main ways to import elevators to Vietnam:

ELEVATOR’S HS CODE

Elevator generally are classified in Chapter 84 (Export and Import Tariff 2021).

Chapter 84: Nuclear reactors, boilers, machinery and mechanical appliances; parts thereof

84281031 Other lifting, handling, loading or unloading machinery (for example, lifts, escalators, conveyors, teleferics).

With HS code 84281031, elevators are identified with the following taxes:

• The elevator's VAT is 10%.

• The current preferential import tax rate of elevators is 10%.

NOTE: If imported from China with CO form E, enjoy special preferential tax of 0%.

Export and Import Ban Policy

According to current regulations, elevators are not on the list of goods banned from export or import, so the company can carry out import procedures according to regulations.

Management from Government

Elevators with code Hs belong to goods under the management of the Ministry of Labor, War Invalids and Social Affairs.

Therefore, when importing elevators to Vietnam, it is necessary to perform quality inspection before customs clearance (according to the provisions of Circular 22/2018/TT-BLDTBXH).

Before the goods arrive, after having the Bill of Lading, Invoice, Packing list, CQ, Contract and Catalogue, you can make a set of documents to register for state quality inspection.

Certificate Regulation

Certificate regulation for elevators to ensure the safety of consumers, safe operation of equipment. Therefore, before importing, enterprises need to register certificate regulation according to national standards.

Circular 08/2011/BLDTBXH promulgating National Technical Regulation 02:2011/BLDTBXH on occupational safety for certain electric elevator products.

- For electric elevators of types I, II, III (According to the classification of TCVN 7628:2007) are applied the technical standards specified in TCVN 7628-1:2007 (Equivalent to ISO 4190-1:1999).

– Elevators of type IV (According to classification of TCVN 7628:2007) are applied technical standards specified in TCVN 7628-2:2007 (equivalent to ISO 4190-2:2001).
