How to export coffee to other country? What documents we need in Customs Declaration?

COFFEE EXPORT PROCEDURES

Coffee is one of Vietnam's key export products. So there are many coffee export enterprises. Coffee export procedures in Vietnam are open and facilitated.

However, when exporting coffee, businesses need to pay attention to phytosanitary issues and phtosanitary requirements of importing partners.

     

The set of documents for coffee export procedures is specified in Article 16 of Circular 39/2018/TT-BTC (amending and supplementing Circular 38/2015/TT-BTC)

However, before carrying out the procedures for exporting coffee, the exporting company needs to contact the importing partner to ask if they require phytosanitary certificate for this item to prepare and avoid problems after processing.

In case the sale contract requires phytosanitary certificate:

• Enterprises carry out Phytosanitary procedures with the agency in accordance with current regulations of the law.

• Send the Phytosanitary Certificate to the buyer under the signed contract.

In case the sales contract does not require phytosanitary certificate:

• Enterprises carry out export procedures according to current regulations and do not need to do Phytosanitary for export shipments.

For goods exported to a country requiring Phytosanitary:

The General Department of Customs is responsible for updating the List of countries with phytosanitary requirements so that the application of automatic selectivity of customs declaration can control export shipments into the country with phytosanitary requirements, which Vietnam is obliged to implement. The customs authority only clears the goods when the enterprise submits the phytosatinary certificate issued by the phytosatinary agency.

Vietnam is a member of the International Plant Protection Convention (IPPC) and the World Trade Organization (WTO). Vietnam and WTO member countries, IPPC all stipulate that consignments subject to plant must be quarantined and have a phytosanitary certificate issued by the phytosanitary agency attached to the shipment.

Bilateral cooperation: Vietnam has signed cooperation agreements on plant protection and quarantine with the following countries:

• Vietnam - Cuba

• Vietnam - Russia

• Vietnam - Mongolia

• Vietnam - Chile

• Vietnam - Romania

• Vietnam - China

• Vietnam - Belarus

• Vietnam - Uzbekistan

• Vietnam – Kazakhstan

In these Agreements, it is clearly stated that the shipment from two country need to be quarantined and have National Phytosanitary Certificate of the exporting country. Therefore, if exporting coffee to countries on this list, you need to do phytosanitary for the shipment.

HS code and Coffee export tax

HS code for coffee beans is in group 0901, depending on the processing method and type of coffee, we will choose the correct HS code. The export tax on coffee beans is 0%.

Enterprises rely on the reality of their goods to apply the appropriate HS code.

Customs procedures

The customs documents for exporting coffee beans complies with Clause 5, Article 1 of Circular 39/2018/TT-BTC (amendment to Article 16 of Circular 38/2015/TT-BTC). Goods not subject to specialized management.

During the V5 signing process, the enterprise may prepare to attach the following documents:

• Commercial Invoice

• Packing List

• Goods Input documents (invoices, purchasing lists)

Documents and requirements from the importing country

• Commercial Invoice

• Packing List

• Bill of Lading

• Phytosanitary certificate

• Certificate of Origin (C/O if any)

• Other relevant documents
